ويظهر الأطفال ذوي الإعاقات الشديدة والمتعددة نقصاً في النمو الجسمي وفي أساليب التواصل ويعجز هؤلاء عن القيام بالأمور المتعلقة بالعناية الشخصية. إن تدريب وتعليم وتأهيل المعوقين إعاقات شديدة ومتعددة، غير كافٍ للتكيف مع المجتمع، ولا بّد من تكييف البيئة لتلبي احتياجاتهم ومتطلباتهم، حتى يكون هناك تفاعلاً مستمراً بين الطرفين، لذلك نالت البيئة الاهتمام، وولدت فكرة البيئة المحررة من العوائق، والتي تقوم على واقع أن هناك عوائق يضعها الإنسان في البيئة، أو تكون موجودة ويجب تعديلها في كل من المباني والمنشآت والمرور والمواصلات وغيرها من الأجهزة الخاصة والعامة. لتصبح مناسبة لهذه الفئات للتفاعل مع المجتمع والبيئة المحيطة ليسهل دمجهم في المجتمع.
